I am sorry that it has taken so long to get back to you on this.
I would not go full volume on the iPod. As is true with anything, maxing the volume is the best way to cause distortion (clipping of the sound waves). I recommend 3/4 of the way to full volume. This should not strain the iPod, but will allow you to get clearer sound.

I have finally related the issue to my cable provider. I started taking notes on which channels were quieter than the rest and it's always the same ones. I just learned to watch which channel I switch to so I can adjust the volume accordingly.
