Looks like a power supply issue to me. You should have a tech look at it, but I'm not sure about parts availability for Vizio sets.
That does appear to be a power supply issue. If you're still under warranty (1-year is pretty standard), you should call Vizio. If you are outside warranty, they can point you to an authorized repair facility in your area. If you're within 30-60 days of purchase, take it back to the retailer where you purchased it. Newer TV's aren't as easy to work on yourself as tube TV's in the past, so I would advise not to try to fix this yourself.
